baltimore withhword on how residents can help to get this job done. keith? >>well, jeff and jennifer, city crews have been busy clearing storm drains like this onn. in fact, tonight they say the best defense residents have against flooding is a broom, and trash cans. we caught up with a crew at the corner of south folton and coal3 they cleared the drain at that location. there are 52,000 storm drain inlets across the city. not all of them need to be but for those that do, city only has five teams, that's 10 people, to do aal of that work. >> i feel bad that these guys have to work so bad and hard to try to get this done. but if weecan get people to stop throwing trash in the streets, and stuff, it wouldn't wash down in the drains and we would ot worry about it. >> we are back here llve. bge is preparing for the storm tonight. thee have key personnel on standby should we see any power outages during that storm. >> live in north baltimore, keith daniels, fox 45 news late edition". >> all right, keith thank you. if you ake up tomorrow to weather damage in your area. see it, shoot it, send

to jennifer franciotti who was at the inner harbor. it will be awhile until you try out, huh -- dry out, huh? >> we are a cross from the national aquarium, where we have been steadily watching the water rise. officials are monitoring the situation and they are well aware of some of these areas that are prone to flooding. while most people were sleeping, and the rain was falling hard at fells point, an area often familiar with flooding concerns. by the light of day, at representatives were checking on area businesses and looking to immediate concerns. >> we want to keep them informed and communicate with them so that they know what to expect today and tomorrow. >> it is a perfect day for these ducks in south baltimore, but not so great for drivers on patapsco. police say they have shut down the road where the hash marks disappeared beneath the water, high enough to reach the top of this fire hydrant. in the event that someone would get stuck, the fire department rescue operations team is standing by with boats, ready to deploy. they can be anywhere in the city within five to seven minutes and

died in a russian prison. and now the news from the pentagon. jennifer, who is this russian lawyer? what was he trying to do? >>reporter: this is a story of how the russian prison system is a modern day gulag, a 37-year-old lawyer and was investigating corruption at the high of the level in the russian government when he was killed in prison. he was investigating on behalf of his american client and he was investigating $230 million that went missing. shipship what did they do? >>reporter: he was kept in one of the harshest prisons with no window pan. s and they were were over crowded cells, and they kept him under a stressful situation and here is what the head of the fund said happened to him. >> on november 16 he went into critical condition and they did move him to a prison hospital but what they did to him at the hospital is unforgivable thing i have heard. instead of treating him they put him in a straitjacket and put him in isolation cell and left him for one hour and 1 minutes until he died. >>reporter: because he was trying to fight corruption. >>shepard: thank you. the up

to the death of this man, a lawyer, trying to clean up corruption in moscow. jennifer griffin is live from moscow with this story. who does the legislation target, exactly? >> reporter: as you mentioned, this is an unbelievable story t. paints the picture of a modern day good log in the russian prison system. the two democrats who are sponsoring the legislation, jim mcgovern of massachusetts and senator ben consideringin of -- cardin of maryland essentially are targeting 60 members of the interior ministry in russia, everyone from the police ministry to those holding high positions in the ministry. they don't want them to have visas to come to the u.s., they want them to freeze their assets. the group is basically upset because a 37-year-old lawyer who was investigating fraud for a $4.5 billion western investment fund there was basically tortured and then died in a russian prison a year ago. there's a lot more information about this, www russian untouchables.com, it's an amazing story of what the russian prison system is like right now. jenna: jennifer, let's talk more about this lawyer, w
